Duh
Here's how to start getting a handle on it:
Create a "Do Not Spam List" Similar to the "Do Not Call
List"
- Create
a national database that includes email addresses to not send unsolicited
email to
- Create
a national database that includes all known spammers. Individuals that wish
to report them and Anti-Spam software companies will compile this database
from email notifications
- Require
all US owned spammers to be registered or lose their domain names
- Do
not allow any companies that reside outside of the US to own any name that
does not end in their country code (<domain name>.co.au, <domain
name>.co.nz, etc). This will allow all companies and individuals that use
Anti-Spam software or Outlook rules to eliminate email from these sources
- If
spammers persist and keep creating new domains, track down the abusers by
their method of payment, or other means. Create a fine schedule that
increases with the number of violations. Spammers should get one official
warning before a fine is levied.
- If
all else fails, revoke all IP addresses from the ISP that owns the addresses
